#1 Blackmail +75.8% ($3.34) ALL TIME HIGH
Blackmail has spiked and is quite the mystery. The card is not that good, it sees (almost) no tournament play. It's not hot in EDH, so what's going on? I know you come here for answers, but I can't give one that I'm sure of. But, since we're discussing finance, we can still speculate!
Recently there is talk of a budget mono-black list in Modern that features Blackmail. Check out this and this Reddit thread on it. But still, the mono-black lists that actually feature the card in tournament play are not on file, and we track a lot of decks, even in MTGO. The only deck we have that runs the card is this legacy rogue Goblin deck.
Once in a while questions pop up on forums if Blackmail could be a budget Thoughtseize replacement. In some cases it could be a good discard spell, but the big problem is that your opponent is allowed to choose what he reveals. And when your opponent can choose stuff, you are going to have a bad time. There are very little cards that actually live up to their potential when your opponent is involved in resolving the spell. He will always choose what is best for him, and usually that choice is too weak to really profit from. There are a few exceptions to this rule; Intuition for instance, or Vexing Devil
Also, Blackmail is not a classic buyout. It did not spike in one day, but had a steady rise over the past week.
Goblin Rabblemaster is on the rise. Again. A few weeks ago the card spiked already and it's now another $7 more valuable. It sees a lot of play in Modern and in Standard as well. And even fringe play in Legacy. Check out all decks that contain Rabblemaster.

Soldier of the Pantheon: is moving up and has won over 30% this week. It sees a lot op play in Standard currently, but that is not the only reason that the card is going up.
For it to beat your 'average' Savannah Lions; this card needs a multicolor metagame. Guess what? Khans! A set that needs fetchlands, shardlands and 'gates' to fix colors will be a multicolor heavy set. Combine that with the current popularity of the card and you have an interesting card with quite some potential.
Loser of the week: Polluted Delta -19.1% ($60.83)
Polluted Delta is this week's loser! This card dropped a whopping $32 since the fetchland in Khans were spoiled. The price of this card hasn't bottomed out as of yet, so I wonder how low it will go.
The Khans of Tarkir pre-order price is now at $20. But be aware, card prices before the release of a set are not at all trustworthy, and in most cases much too high. But still, fectchland might be the exception.
Cheap pickup of the week: Domri Rade ($9.50)
Domri Rade used to be a +$20 card, with tops around $33. And now you can get your playset for $38. It's price has not bottomed out yet, but expect it to settle around the $9 mark.
